join a site called "net-model" its free and you get loads of shoots with different photographers
p.s you dont always have to be spotted as a teenager, you just need to get yourself noticed, i have slight experience in it so that's how i know.
net-model is an online agency so get yourself on there and go to as many shoots as you get offered so you get experience and maybe eventually a name for yourself

Or if you're the teenager then good luck - but models are usually spotted in their teens and signed up to a proper agency, even as young as 13. You need to be something pretty special these days to make it so good luck.

Be really careful of ANY agency - always take a responsible adult with you (you won't lose your street cred) and NEVER part with any money for portfolios etc - a reputable agency will organise all that free if they take you onto their books.
