No. This is against EU directive on weights and measures. There is a legal test case called the Metric Martyrs case where a group of greengrocers went to the European Courts to argue for their right to sell in imperial measures only and they lost. You must sell products in metric measures but you can advertise them still in imperial providing you also give the metric measures as well.

b. You can only advertise in imperial measures in England?
If it is 'a' then the answer is no. The USA primarily still use imperial measures.
If it is 'b' then the answer is also no. The government phased out imperial measurements a few years ago and now most things can only be advertised or sold in metric. There are some exemptions, however, such as pints of beer which sound better than 568-ml glasses of beer.
