Usually near the supermercados or the bus station. Never been that far up the coast, but you tend to see them around the centre of towns.

I dont know about tabacco but I buried some other product (decriminalised by the Spanish but not UK government) in Torrevieja 15 years ago and never went back. So my qustion would be how long does it take for plastic bags to decompose?
