To an economist, I'd say it's the things that are in daily demand from the majority of people. Bread and milk, but not fine wine, petrol, but not a new car stereo, newspapers, but not a Bible. See the difference? Something you get and use, and it's gone, versus something you get and keep for its' lifetime of service, or hoard before use. Barbeque charcoal, versus lawn chairs. There is less profit in selling a loaf of bread than there is in a bottle of fine claret, but the consumer comes back every day.
I think this could refer to those consumer goods that can be depended upon to sell; everyday things from sugar to domestic electrics. Failing that it is the sector where angry consumers are sent to have their asses stapled! Hope that helped.
