Grants to replace boiler in a private house, what should the job cost on average to just replace boiler?

warmfront have quoted £3592 just to replace a combi boiler, local heating engineers in this area charge average £1800-£2000, now the grant is for£2700 and should cover the cost of the job,but is shown on the costing as£2193.87 is this labour charge? and£738.62 for materials +£660.17 for insulation work carried out 5years ago,is this correct ,as they require the some of £998.92 to do the work this seems an inflated price to me ,can you answer this question please

I paid £2200 for mine and that was the cheapest of three quotes.
I paid £1200 acouple of years ago.
