What is the average charging rate by companies for plumbers and electricians?

Anywhere from 25 to 70 dollars an hour.

Far too much so shop around although please note that the plumber or electrician doesnt get near as much as charged by the company. Check your local paper for ads for local tradesman they can sometimes be cheaper.
it was £119 per hour to get a plumber out to the south side of Glasgow at 12:30 am..might be cheaper in day time
