How do you find out who owns a licence for a restaurant, or who owns a restaurant?

If you're talking about a licence to sell alcohol, the name should be displayed above the door.
i think ftmshk is right about the booze license. If it's not displayed, the local council should know - it's them that do the license.

For the owner, I'd just go to http://www.companieshouse.gov.uk. and go to webcheck - that will tell you something at least about the company. If you want to know the shareholders you probably need to buy copies of the forms lodged at companies house (a few quid)
the licensee's name should be displayed usually above the entrance to the restaurant, and it's unusual for the owner or manager not to hold the main licence. also a certificate is usually displayed somewhere near the serving area.
