Location Location Location! You need high footfall going past the cafe - this will make the rent expensive! Planning permission should be OK in an established retail area. You will need inspections by Environmental Health as you will be selling food and drink - you should think about getting yourself on a food hygiene course (a one or two day course run by your local authority).
You will need technical and networking skills. A standard PC build that can be reloaded every day if necessary to clear up the rubbish that people will put on your machines. Or, you could just have a cafe with a free wireless access point - but your market would be restricted to those with their own laptops (but this is a rich and lucrative market in the right commercial centre!).
As for the name - it's unimportant. It's ambiance and class that'll make them come, stay and spend
I've run an internet cafe here in our country Philippines.' you can hire me to man your business. you can have me as your technical person as well :)
