Answers:
A turn key in that mannor means:
Complete and that it includes everything.
Other uses would be like:
I am looking for a "Turnkey" project to build a new patio deck or room addition. - Meaning that I want someone to build this deck or addition and supply all materials, labor and complete this project without the assistance of me.
The last meaning just FYI:
A security guard may be hired to walk through a building and get to certain pre-determined areas at a set time. To prove that this is being down a company will install "Time Clocks" which requires a KEY to be inserted and turned by the security guard. As the guard turns the key it stamps the time and date that the guard checked the area near the clock.
Have a great day :)
They meant turn key. Like, start right away.

We eat turnkey at Thanksgivinghere in the US. It actually means the business is already established and all you have to do is turn the key to open the door and the customers will come in.
It means everything is done for you. Usually too good to be true.
turnkey is a company that is responsible for setting up a plant or equipment .
but if they contacted you, then it is probaly a scam.
its irish for chicken...
A turn key business is a business that pretty much runs itself. Things like vending machines, privately owned ATMs, laundromats, car washes etc. are turn key business because they are pretty much self run. All you have to do as an owner is maintainence on the machines, and the rest is self-contained.
It means everything is set up for you. so start when you want
Turn key, in reference to your business offer, means that it is ready to go with little or no effort on your part to get it up and running.
You said it, Dim, has it not occured to you that you only have to type the word `Turnkey` in Yahoo web search to find out?
