Answers:
don't worry, they will do what they can to help you, if you have an issured tenancy you are quite safe, they will offer you to make payments of a little or as much as you can afford to pay, please don't concern yourself too much , this is not rare and easily dealt with.
The best thing to do is FACE it. It is huge to you right now because you have been avoiding it, possibly for a long time. The longer it lurks in your mind the bigger it gets. Kind of like the mouse you can't find in your house. All of a sudden that mouse is huge, when you find it you realize it's a tiny thing. Act with dignity and respect. You must realize that you are not the only person in this situation Tell the truth and look 'em straight in the eye!! Good luck! No matter what the outcome you won't have to worry about it any more. It's a done deal and you can move on in your life. Get rid of the excess baggage.
Don't worry these people are just ordinary folk with a job! They are not allowed to be judgemental and are usually very friendy (I used to be one). You are not meeting a member of the council, but a council employee. All you have to do is make an offer to pay. they may have to recover the amount by a certain date but you should be able to come to an arrangement that suits you both. It will help if you do a bit of homework. Write down all the money you have coming in and make a list of your outgoings. Make sure you include everything. (bills, money for fares, for necessary journeys, food etc.) It might help to go back over your bills and bank statements so you don't forget anything. If you get paid weekly, split the amounts into weekly amounts so you can see what you have left at the end of this week. Write everything down and take it with you.THe person you are meeting will be very glad you have done this and it will get you off on the right foot. THey are not there to tell you off and if you feel intimidated, you have a right to complain. They are just trying to get the money they are owed and its not in their best interest to get you to agree to an amount you can't afford. please let me know how you get on. I am sure you won't find it as frightening an experience as you imagine, quitethe reverse you will feel relieved to have it sorted out and surprised at how painless it is!
