User of what? Is the person a drug user in your neighborhood that is also being cruel to animals? If so, call the cops on his drug use.
ring the rspca in yellow pages
in australia we have the RSPCA, maybe call a local animal shelter or greenpeace.
Find the local ASPCA/humane society and call them. Or local police or town animal control dept.

You cannot report someone to authorities for "words." Report that person, if they're a Yahoo member, to Yahoo for vile content.
Sorry to say if it was on this site you can only click on the redflag, you can also get his username and see if you can do any thing with it. Since this is the internet it is harder to track down people! It is possible but there the police and such have to go about that. I wish I could help more but there is only so much you can do!
You don't the internet is 99% fake so don't believe it when I say I put goldfish in the microwave and then put the cat in the toaster oven.

2. Call the police.

Animal cruelty is the rumbest thing I ever heard of. I saw this guy on the news who could have gotten up to 6 months in jail because some dog wondered up to his house and he kicked it and the dog died. What if that dog had rabies or somthing. Oh, and goto aspca.org

I'd recommend you get a life and not stress about a silly question.
rat them out to yahoo and demand action. yahoo has their home address and in cases of criminal activity can turn info over to the local authorities. good luck.

In that case you can report them to the UKQnA.com staff but the only thing they will do is remove the question. If you know who the person is then you can call the local authorities but typically the people asking questions like that are just trying to get attention and if people would ignore them they would go away.
Do make sure that it is cruelty and then report it to the local Animal protection office.. the problem is that the person being reported might take revenge on you so be prepared for that also.
