There is nothing wrong with you neighbor dressing his dog up as clowns. I'm personally wouldn't do it. So, maybe you should just mind you own business and let your neighbor go about his.
Ask him if he likes clowns, if he says yes,tell him to get a costume for himself and leave the poor dog alone doing what dogs do!
Confront him on why he is doing this.
