You could slowly start placing the newspaper closer to the door, and then eventually just outside the door so that she gets used to the idea that she has to potty outside.

-OR-

You could watch her on the paper by the door and if she looks like she has to go, grab her paw and make her scratch the door, then let her outside on the lawn. Eventually she will learn that if she has to potty, that scratching on the door will let her out.
