Not very good.
The RSPCA and other welfare organisations are still having to do the majority of the work.
When someone gets prosecuted and banned from keeping an animal there is no way of checking if they abide by this.
The child and animal welfare within the UK needs overhauling badly.

As long as the animal is an illegal immigrant and has no intention to work, it will get all the welfare it needs to live happy ever after.
RE fish? Pretty awful. While legislation has banned mutilating fish by dying, fin amputation etc. in the UK, this is as usefull as a krypton teapot as 99.99% of this happens outside the UK, so it's still legal to import them. There is also no legislation of keeping fish in adequately sized tanks, so overall, even the stupidest person can come up with a better list of what should be illegal than what is on there.
