There are lots of things you can try, it depends on your situation and the horse. Try putting a fly repelent gel in his mane and tale before he goes out, and invest in a sweet itch rug, or a good fly rug with a neck.
you could rub a aloe vera gel into his mane and tail every night as it seems to relieve the itching. But mind his mane doesn't get too clogged up with all the products you put on it, as this will only aggrivate the situation.
As a last result i would reccomend hoggig his mane and tail so you can manage it better.
Good luck, hope you find something to help him.
Try here just start with 8 ounces and talk to Cathee it might help

I had a pony with it years ago and Im not sure if you can get this stuff where you live (Im in Ireland) but we get it here in pharmacies - its called Benzine Benzoate - its kinda a pink liquid that you rub on the mane and tail - it STINKS but it keeps flies off brilliantly.
Also another thing you could try is called Olbus Oil. - again I dont know if you can get it where you live - but you could try.
And also - if possible keep your horse stabled when flies are at their busiest - dusk and dawn. Fly repellents should help also.
Then if you really are at your wits end - buy a tail guard and a lycra neck hood - usually used to stop horses rolling in dirt and taming manes - this will stop your horse from directly scratching his mane and scratching it off and bleeding.
Hope this helps
CAMROSA ointment, bit expensive, but absolutley brill. check up on internet for details and you have to ring them to order. It really does work, i hope this helps.
Be very careful what you use, Olbas Oil is not really a fly repellant and not suitable for broken skin. If his field mate grooms him and gets it in his mouth it will burn. I think they meant Eucalyptus oil, which is an insect repellant; but its just not suitable for putting on your skin.
You really need to keep him in while the flies are out. I really don't see how massage will help with an allergy to insect bites.
