You can not afford a pygmy blue tongue skink.
They are exceptionally rare, not legally allowed outside their native country of Australia & even if illegally smuggled would be exceptionally expensive.
I am not for sure about the legal issues in the UK for the common types of blue tongue skinks.

This is compulsory for anyone wishing to own or breed a selected number of these species. Also you must have innoculations to any persons under the age of 13, and pregnant females must have been innoculated against Rubella. An application form VN1 can be obtained from a main branch of Post Office for this licence. It is valid for 6 months if you pay £93 and £180 for 12 months.
