near us someone is breading and selling puppies is this leagle?as this is not only a noise problem but also done in a back garden

You would need to check with animal control (city or county depending on where you live) they would be able to assist you with the information you need and also the noise problem. Just like police investigate, so do animal control officers
In the UK, as far as I remember, you have to have a breeders license if you have 2 or more female dogs of breeding age. Check with your local council. Will people from the states, please note, this question is in the UK and Ireland section, so rules and laws in your country, state or city have no bearing on what the question is about. I realise you are well meaning, but it doesn't help.

I believe if you have two or more bitches from which you can breed, you must register as a breeder, even if you are not breeding from them.
i'd report it to the rspca and let them check it out.

Calling AC on someone for no good reason is incredibly NASTY! It should only be done for actual abuse or neglect. AC HATES breeders and may try to 'rescue' the dogs even if they have no reason to do so!
