Try white wine vinegar in warm water.
You might have to cut that part of the carpet up, and replace it with a patch of another part of carpet, the urine soaks all the way down to the wood, and it will rank, especially if its cat spray, and urine too.
When i couldnt cut the carpet, i would pour a whole box of baking soda on the spot, let it sit for a day or 2, then vacumm

Blot new stains with paper towels.
Lay a large amount of paper towels on the stain.
Apply gentle pressure to the stain by stepping on paper towels.
Replace stained paper towels with fresh ones.
Stand on paper towels to increase pressure.
Remove towels.
Apply a specialized stain- and odor-removing bacteria/enzyme cleaner.
Apply carpet shampoo.
Rinse with warm water.

Try rubbing in some bicarbonate of soda and leaving for several days, I am not sure as to whether this will work, but it works to eliminate most smells.

Vinegar mixed with water, 1/2 and 1/2 spray the area.
Fabreeze will be useless with cat urine. I use "Petzyme" cat urine stain and odor remover. its safe for carpets and fabrics. So, far, it seems to do the job when my cat decides to spray on my plastic plants and urine drips onto the carpet. You can pick up a good-sized bottle from PetCo or PetSmart for under $10 US.
After you clean the mess, spray the spot with anything citrus-cy (lemon, orange, lime) to render that spot unattractive to the cat. Cats tend to urinate in the same spot over and over again unless you do something about it.
Lots of good suggestions for cleaning the carpet, but the problem is no matter how much you clean the carpet, you won't be able to get the smell out of the pad underneath. You will have to pull up the carpet (and that would be a good time to really clean it through and through) and cut out the section of pad that is urine soaked. Replace it with another pad section. Check the floor underneath, too and if it stinks, pour some vinegar on it, dry it, then paint it with a sealer like Kilz.
If you use enough Fabreeze, it will remove the odors, but it also helps to wash the area where possible with citrus oil.
Lemon Juice is the easist way and your home office will smell nice to, cheap and easy

The only way to clean up cat urine is to wash with diluted biological washing powder and pat dry, disinfectants and other cleaning products only make it worse and invite the offender back to urinate again. Good Luck.
