Can goldfish get hernias?

it sounds sorta like fish lice. Heres what one site I checked says:
Does your fish have a what looks like a 1/2 sized green pea bump on its side? If so, then you may have Fish Lice. Fish Lice can easily be removed by netting the fish and, with a wet hand, slide your fingernail under the lice and slip off. These can be slippery so be careful not to drop back into the tank. Dispose of the lice in the trash. Be sure to follow-up with medication from your local pet store.

The little creature on the fish's mouth is the louse.
There are also chemicals like clout and other parasite chemicals that can kill them, if that is what it is.
I think bettas can get tumors so I guess a goldfish could get one too. Call your local pet store
Hernias are a tearing in the muscle wall or tissue that usually holds an organ in place. I can imagine fish can get hernias, but what yours has does not sound like one. It sounds as if your fish has an ulcer or some sort. Usually a partial water change, with a little aquarium salt added into the new water will help clear it up.
It sounds a symptom of internal parasite. Does it look like a worm sticking out of it's butt? I would get a medicine from a fish store for parasites. It could be that it's constipated, try giving them a vegitarian flake food a couple times a week and/or smushed thawed frozen peas. Definitely check your water quality and consider starting a quarantine tank.
Ive had fish for over 30 yrs and not seen anything like you described, you could either leave them be or go to a vets which will cost you.
