No, it cannot. Even if it could, it would not. The woodpecker has evolved in such a way that makes it impossible for it to be knocked out. It has a shock absorber between its skull and beak that absorbs the hard impact of its pecking.
I've never heard that, and doubt that it's true! I've been a bird watcher for many years and I've seen alot of peckers! God gave them a padded, reinforced skull to prevent them from "knocking themselves out!" That would be a funny thing to see though wouldn't it? The little guy wakes up, finds himself laying flat on his back, on the ground and says, "What the hell happened?" ...now that's funny! I don't care who ya are!

At our first house we had a severe woodpecker problem. Every morning and throughout the day this crazed bird would tatter the heck out of our chimney vent which is metal.it was awful! The racket was right by our upstairs bedroom wall. If they can go nuts on stainless steal without harm, then no I do not think that they can knock themselves out by pecking. Although I wished at the time that it would have. We would have to go outside to throw small stones at the chimney for it to fly away, only to return as soon as we went back to bed. Do not worry we never hit the bird:D
