You can try this site, they have all kinds of animals for sale.
But, as with anything you will have to be very careful how much to trust the seller.
I am not sure where you are located, I am in the US so it wouldn't do any good to tell me, I can't even find my own back yard half the time.
But these towns are supposed to be in Irland or at least close by.
I don't know what type horse you were looking for and your guidelines cover A LOT of different breeds.
