Yes. They don't go through a "menstrual cycle". This is what they do when the are in heat. I know a female dog usually will do this 2 times a year. About every six months. I know someone who's dog went in heat and they put a diaper on her to keep her from leaving blood spots all over the house. That was a crazy mess, especially when she had to potty. She looked so funny.
