he may be stressed for some reason and pulling out or losing his feathers. Has there been a big change in the house? birds do not cope well with stress. Try not to worry too much. Give the budgie lots of things to keep him busy and away from his tail. The feathers should eventually grow back. But I advise you to take him to the vets as there may be an underlying problem.

Maybe he is a deceased budgie, take him back to the shop.

It sounds like he got his tail caught and tore the feathers out. THat would probably be why he can't fly.? I've honestly never heard of a budgie losing tail feathers for no good reason I've had birds of all types for 30+ years. Hmmm.
Do you mean he moulted and the feathers grew back short? If not, he's damaged them somehow, it should sort itself out at his next moult and they should grow back long.
Try to figure out how it happened though. Did someone grab hold of his tail? Does the end look all raggedy?

Birds use their tails as a "rudder" when they fly, minus his tail your budgie won't fly to avoid crashing into things. How did his tail fall out anyways? Did someone pull his tail feathers off? Did he pull them out himself [sign of mental distress]? did they just fall out?
