I sincerely hope a veterinarian is treating this with antibiotics! You can wet down bath towels and place them on him. Not particularly cold towels either, a little on the warm side.
Take it to the vet, Its sounds like an emergency.
Get the Vet, the dog needs antibiotics instantly if it doesn't have them already; lay the dog on a cool damp towel - do not cover it with one, that traps in the heat. Make sure it has cool NOT cold water to drink.

but also, this is going to sound strange, but i had to do it for my cat. put cold water on it's paws. for some reason it helps. if the dog already might have pneumlkdjflajkf (i can't spell it for christ's sake) then it's not a good idea to give it a bath, could worsen the symptoms. unless it's what the vet tells you to do, but i wouldn't go off what anyone says on here. just try to get it to drink as much as possible, liquids are never bad! and put cold water just on it's paws. and if your dog isn't drinking, it may try to lick the water off it's paws. so you may have to repeat the process. but i promise it will help! i wish you the best of luck!
with pneumonia you have to be carefull not to make the dog too cool, the dog may benefit from a bit of humidity as to help with breathing,i cool my dogs down with a damp towel in the summer but with an illness like this i would fone yous vet and make sure

seriously though your best bet would be to consult your vet but maybe try draping some cool, wet towels over him/her in the mean time?

You have 2 choices:

Phone the Vet immediately or

Call the RSPCA for advice if you cannot afford the Vet.

Anything else could seriously hurt your dog.
The best thing you could do for your dog is to take him/her to the vet as soon as possible. A temperature that high can cause damage to internal organs and the blood as well. If pneumonia is the cause, the dog could die very easily very quickly. If you insist on treating the dog at home, cool water on it's paws, laying it down on a cool towel, and giving cool water will help. Ice is not a good thing, as lowering the temperature too fast can cause seizures. You need to find a target number to stop the cooling process, as soon as the dog reaches that number, stop trying to cool it down. The body will continue to cool itself, and you don't want to make it hypothermic (too cold). 39 C should be safe to stop at. I don't recommend giving it any drugs, especially if you are going to take it to the vet, since it may prevent them from giving it anything. There are a lot of drug interactions, and you could jeopardize their treatment plan.
Use the antibiotics your vet has given you and it will come down on its own within 24 hours. Do not whatever you do, bathe it in cold water as the shock can kill him. Offer plenty of water to drink and keep him in a cool well ventilated place.
