Should Mr. Brown or anyone else contemplate removing the Civil List or making Daylight Robbery legal, he still theoretically has to gain the Monarch's approval. The Queen's Speech at the Opening of Parliament is written by the Government and gives an indication of their aims whilst in office for the next year(s). If they were to put something in it about the Civil List, the Monarchy could demand its removal.

so I believe that Gordon Brown will not challenge the Queen. It would
be senseless since the Queen has Tudor and Stewart blood

The Queen is a free soul she does not belong to any political party. Everyone who leaves in the UK is a subject of the Queen whether they are bad or good. The Queen does not favour anyone of them. She will always be Queen.
