Hi there again.the obligations of pet owners to others would be to adhere to local animal laws. For example with dogs: under leash laws the dog must be on leash at all times. If the dog soils the ground the owner must pick up after their animal. If the dog is aggressive the owner must be able to demonstrate the animal has been trained and is safe before allowing it out in public in order to avoid endangering the public. If there are noise ordinances the owner must prevent the dog from disturbing the public with nuisance barking.
I agree with `Seatle`, the most important part is play. So when go out, the dog is under control, + not running riot.
call the RSPCA they can tell you or call city hall and they will give you guidelines
I am not in the UK but often most cities have noise by-laws, require owners to pick up after their dog, require dogs to be on leash in public areas (unless in designated off leash areas) , require licensing,
I dont know of any area that requires a dog to be trained..saddly
