OK, now to your question. Perhaps he is stunned about it or the odor is horrendous.
Try changing your cats diet. Give him some of the hairball remedy stiff and make sure he has access to fresh grass.

Mine doesn't hiss. but he jumps and turns around and acts like "what the heck was that?" It is funny to see.
