There's a method of dog training called "crate training" and some people think of it as "the dog being left in a cage".. It is a highly successful method of housebreaking and training a dog that will spend most of it's time inside the house. Dogs naturally have a denning instinct and feel safe inside a crate if it has been introduced to them as a puppy.
They are not to be left in the crate for long hours and the crate is not a "babysitter" for a lazy dog owner.
Crates are great to simplify house breaking and protect household good from curious puppies that might otherwise detroy everything and then get "rehomed".
I hope your former neighbor was only trying to be a responsible pet owner and wasn't just ignoring his dog or worse yet, hopefully he wasn't some sicko, or back yard breeder.

Actually, people who leave their dogs in cages all the time should not really have a dog as a pet. If someone can't be bothered to spend time with their dog, then why even get one? Leave them for people who love them and want to spend time with them. If you have concerns about your neighbor's dog, call the local SPCA or animal control officer.

i hope you called the animal control on this man he should not be allowed to own any animals if this is how he will treat them. no animal should be caged up at all except when you are trying to potty train your puppy. but even then it should be for a short period of time. but this man should be turned in for animal cruelty. that is just so mean and torture for the dog to have to endure those kinds of torture from any one.
