Well it reminds me of a court document, when a child is in court, they protect their identity, for example R -v- Tuckshop limited. And R stands for Regina. So in my line of work,i hear it quite often.
I think it's a very beautiful name. It means "Queen". It's popular, but not too common. So, a girl named Regina wouldn't be like any other Mary, Elizabeth and Jane.
I know a couple people named Regina.

I went to high school with a girl names regina she wa sitalian that was the only one I have known.

Not something I would choose cause of the possible nickname when she gets older, that is the first thing i think of when i pick a name, what kids might call her if I named her this name like Regina, kids may call her Vagina...
