Where would i get a surrogate mother from?

They are very expensive but people seriously post ads in the paper. Go to a clinic they have lists of wiling and able women but it is really expensive
This is a rather difficult one, actually. A surrogate mother for whom or what?
Surrogates can be anything from a woman to bear a child for someone, to a woman who raises another's child.
Or in the animal world, I have a friend whos cat had kittens and was a surrogate mother for another's kitten--that mum didn't have milk come in.
So. I am a bit at loss as to what to say.
i question if it's already taken place.. given the circumstances
