Sorry to disappoint you, but they change - frequently. If the people currently in power think that moving a county boundary will alter the resuilt of a local election, they do it. I have a very good friend who lives in Oxfordshire according to the people who collect the trash, Northamptonshire according to the people who deliver the mail and the phone company refuses to believe that she exists.

There is only one true County in England and that is County Durham which is in the Northeast close to Sunderland.
The rest of the country is divided into Shires and,Boroughs.
For example Bedfordshire,Hertfordshire,Bor. of Camden,Borough of Islington etc.
Yorkshire has never ceased to exist! Long live Yorkshire!
