James is right.only some birds have a penis. The largest group of birds (passerines) do not have a penis..just a cloaca. The male presses his cloaca against the females and transfers sperm this way. This is referred to as a "cloacal kiss" and is how they can mate without a penis.

For birds, the only way to tell the difference between sexes is 1. sexual dimorphism (males and females have different coloring or 2. sexual monomorphism (where they look the same, scientists have to surgically determine sex!)
