Can you make it compulsary for local counsils to raise the rate of household recycling to 50%?

Not unless they're going to start accepting the most commonly used recyclables like plastics. Glass wouldn't go amiss either, kind of defeats the point, taking an extra car journey at the expense of the environment a few miles to drop off a bunch of jars.

We are getting better I live in Wimbledon South London and our local council (Merton) have supplied us with recycling boxes to all the homes in the bough thy are collected once a week along side our normal rubbish,So come on the rest of England let,s get recycling !!
It is compulsary and the Government is committed to a Recycling rate of at least 40% by 2012. But this question isn't about councils its about the general public we need to learn to recycle and improve the way we think about our waste, getting on for nearly 80% can be recycled or composted and many Countrys in Europe show recycling rates almost that high.

What we need is to start charging people who throw away recyclables into the regular rubbish, and reward people who recycle well, that will massively increase the levels of recycling in the country, as well as potentailly raise monies for the new technologies needed process the increase in recyclate,
