Research is mostly done in science and technology by poorly paid scientists that believe they are researching for the good of mankind - some specialise in weapons but even research that is 'innocent' in terms of not being for weapons - is used if possible to kill.
All new cutting edge research could have applications in warfare and all information gained is used if practical to kill.
Scientists are all on a road to nowhere because progress and new ideas always cause new problems and take us into a more efficient HELL so really we should all just stop making so much babies and reduce the population and the demands on resources so that we can all have a piece of land and hunt and farm the good old fashioned organic way. the World would be better without so called progressive research - that drags us backwards not forwards.

Military funding is both large and constant and has therefore lead to many applications. Otherwise its dabbling in your house or a the university, where funding not so available.
