that aside how would you measure it the sea has waves making it difficult to measure it's level exactly so you just wouldn't notice it (unless you were on one of the vessels you propose to remove)

That's a simple question. All you need to do is to find out the exact dimensions and weight of every single sea-going vessel in the world. Then you need to find out where each one is, and find out the density and temperature of the seawater that each of those vessels is in (higher temperature water, the vessle will sink more) When you have calculated the weight, and taken into account of the density and buoyancy, you will be able to calculate the draft of each one. Add up the draft of every single vessel in the world and note it down. Next, use differential calculus somehow, to find out the exact total area of all the seawater in the world. Once you've worked that out, it's a simple case of calculating how deep a layer this would form if you spreaded it equally over the whole water mass of the world. Easy.

The volume of the ocean is so great that, it wouldn't be nothing, but it would be such a small amount that it would make no difference. I have noticed people have said feet.. inches makes a huge difference a good example of this is the Twelve Apostles in Port Campbell, Australia. They are beginning to move roads as sea level is rising "inches" and is washing away the land beneath them.
