Hard math problem: To determine a formula for flower quantity vrs bouquet diameter ?

I saw on www.aquarelle.co.uk that for a bouquet having a diameter of 30 cms one needs 32 roses, for one of 25 cms: 27 roses and for one of 35 cms in diameter 37 roses.
How do I determine the diameter for a bouquet of 12 flowers? I used a proportion formula like this 25/27=x/12 and I get only aproximate values of 11.
