Where does all the money go from recycling ( bottle banks aluminium cans etc)?

I'm not sure what you mean by "where the money goes." Recycling centers may pay citizens for their recyclable products because the center can sell the reprocessed materials for a profit. If a recycling center pays a town for recycling, then that becomes a municipal income. In most cases, though, the recycling center will haul the recyclables for free, and this is considered payment in full.
Government back pocket?
it may surprisw you to learn that recycling is done mainly by private companies and not govornment initiatives, so the money goes into the pockets of the people running the companies.

in some cases the money amde goes into maintaining the facilites and staff of the recycling plants.

It would be nice if local council initiatiuve in recycling could benefit the people in that area other than reducing landfill and improving the environment, but the cost of such schemes usually eats up any profits, which is why the UK is woefully inadequate when it comes to recycling. if you feel strongly about this write to your local MP and ask them what kind of recycling schemes they run and what kind of business plan they have with an outline of how much money is made and where it goes.
