How do they make hydrogen for London busses?

Surely if burning 1 mole of hydrogen releases x joules of energy. then it requires x joules of energy to extract 1 mole of hydrogen from 1 mole of seawater. Theres no advantage - except that the pollution is moved from London to wherever the hydrogen is manufactrured.

they use a nuclear power station to produce Electricty which they use to break up water into Hydrogen and oxygen.

they extract the oxygen from water and this leaves hydrogen. the bi-product in the manfucturing is oxygen.
They have a guy with an axe that they use to chop water molecules into little pieces to free the hydrogen and leave behind the oxygen. But the heating and lighting of his shed uses up fossil fuels in nuclear plants that are located in rural areas. It doesn't really matter as not many people live nearby.
Hydrogen can be made from a number of different sources, including natural gas and the splitting of water into hydrogen and oxygen (electrolysis). See diagram here showing how it works for London buses:
