It would have to be:

Pulmonary Artery (Lowest %) -going into the lungs from the heart having travelled all round the body giving up oxygen

Pulmonary Vein (Highest %) -going from the lungs to the heart and hence having just been replenished with oxygen
red blood vessels - they carry high percentage of oxygen and haemoglobin.
