Will we be able to live on the moon by the year 2030?

Nasa aren't going back to the moon until 2018-2020 and the last landings were 1972.There's a strong chance that the 2018 date is wildly optimistic and funding is not assured.The 2018 moonshots may take place but if public apathy sets in as before or if technical difficulties get in the way then it all may never happen.If all goes well then maybe an initial base by 2025 but look at the International Space Station, years behind schedule due to the Shuttle problems.
So I don't see 2030 as a realistic timeframe for everyday living on the moon. That's a long way off I feel.
Maybe the effects of global warming might give it all some impetus, we'll have to see.

We have the technology to do it today with relative ease. So by 2030 we should have a permenant foothold there, in my opinion.

I definately think that this is quite possible if the right things happen, which, unfortunately, I will say is very doubtful.
Visit, maybe. Live, no. We will never be able to live on the Moon like we do on Earth, because there is no air. We will be limited to outposts with sealed working and living quarters that will probably not be in place as early as 2030.
In the biosphere 2 experiment, several people attempted to live in a sealed dome with plants to make food and air, but the plants did not make enough food or air, so the people lost weight and had to use oxygen masks. If we can't even do this on Earth yet than we can't do it on the Moon.
Folks could live on the moon right now.but it would be prohibitively expensive.

I'm not sure if we will be there but there might be some robots colonising the moon by remote control from earth. Perhaps starting a large greenhouse to enable plant life, anticipating a future for a colony of moonies!

If by "we", you mean the general public, almost certainly not. If you mean highly trained professionals, almost certainly yes.

It is possible but not going to happen. We have to satisfy with space station. Look at how long it takes to build that space station.
