depends on the logic in the particular controller but dont see why you couldnt get it down to zero and if you got fancy with some other liquids say acetone-ice you could get down in the negatives

A properly refrigerated water bath using only water as a coolant can be cooled close to freezing. You could add salts to reduce this temperature but I wouldn't recommend it. To get much below zero you need other liquid coolants and the safest and most inert are also very expensive (but much safer than methanol which I have seen used a lot).
All that depends upon the model though, a refrigerating water bath is more expensive than a simple heating one. If you want temperatures at say 10 to 15 degrees then you can use a regular heating water bath and a flow of cold water. Get the balance right and the cooling of the mains water is overcome by the power of the heating element (not very energy efficient though).
