What is exactly "flanking sequence" mean ?

By definition flanking sequence is a region of a gene preceding or following the transcribed region. However, this is not a clear definition for me.
What does it mean by “a region of a gene preceding or following the transcribed region” is it the promoter?.. operator?.. activator, regulator, intron or UTR or what…..?

You've answered your own question. The flanking sequence is the region of the gene on either side of the transcribed region. The intron, 5' and 3' UTRs are transcribed, but not translated regions. So these would not be part of the flanking sequence by your own definition. The promoter is usually in the flanking region, as often are enhancer and other regulatory elements, but this is not always the case. In some instances, the promoters and enhancers can be on distant regions of the chromosome.
