Potato chips are the same as any other plant cells, and so the effect of osmosis on them is that the chips will gain water if put into pure water or any solution with a higher water concentration than their cell sap. This will make them swell a bit and become firm.
On the other hand, if they are put in salty water, or any liquid with a lower water concentration then they will lose water. This will make them shrink a bit, and become soft and floppy.

The amount of solution doesn't really make any difference. It's the concentration of salt/sugar in the solution that makes the difference. High concentrations of salt/sugar will draw water out of the chip, and low concentrations man that water is drawn into the chip.
