I think you're referring to the video shot at Monterey bay when the killer whales attacked a gray whale and it's calf and ate only a small portion of it.
I believe that's just a one off case.
Whales are smart, they were probably only acting like a bunch of gangsters. Or maybe, the older whales were trying to teach the younger ones how to hunt. It's a bizzare case, and even the scientists can't really tell why they did that.
the rest is just blubber and doesnt taste nice.
For the same reason that we enjoy fillet steak the best, tastiest cut of meat, ok.
Its because they are the easiest to get at and most of the rest is blubber
because the tongue is muscle and also the lower jaw they get all the protein they need from that
