Yes and No. Yes at a shallow depth, you are just a foot or two under water and no if you are a few hundred feet of water. Differential pressure would be the reason. Tears overcome pressure to depart the tear duct, easy when you are barely underwater, impossible at very high outside pressure.

i think you can, but u wouldn't be able to see it..you'd be able to feel it though because your eyes would feel warm, from the temperature of your tears..
