Most "wall warts" type chargers contain transformer and rectifier, then the filter. They will consume very little currnent. The filter capacitor has what is called a "leakage current" where it consumes very small amount of current on constant basis.
The reality is, the small amount of current consumed by either of the type is not enough for you to be concerned about as far as their effect to the monthly electric bill is concerned. A month long usage won't even equal to a penny. The bigger concern is the safety. You might trip over the cored and *IF* something should fail in those chargers, you have a chance of having it overheat and cause fire.
My usual coure of action is, if I will be using it every day, I keep them plugged in. If I know I won't be using it for a while, I unplug them.

therefore when the charger is in the mains surely electrons will flow through it. the flow of electrons here is what we call the electric current or electricity
the fact that it flow through doesnt mean is been used therefore elactric chargers without any indicator lights when left in the mains will conduct electricity but the current won't be used.
not withstanding chargers with indicator bulbs on it will use the electric current pass through, since the bulb will transfer the electrons into light energy.
