You could do an experiment by collecting 10 equal volumes and timing how long it takes to urinate each volume or urinate in different containers for a specified period of time, say 3 seconds. You could then be the first to find if the rate of urination is linear or a curve. Find an equation to fit the shape of the curve, differentiate the equation with respect to time and you you will discover the rate of pissing as a function of time. Who knows, you could have a law named after you.
Variable in every person. If you are interested check articles on VCUG or voiding cystourethrogram.
Oh! yes, if you get a doubt on something related, there are articles on video proctoscopy. This does not measure speed of course, only the function!!

Stand exactly 1 metre away from the toilet. Have someone time from the point that you first squirt and stop when it starts hitting the water. Speed of piss in m/s = 1 divided by the time.
As long as you don't push the wee out, (just relax and let it flow) the speed of wee when it hits the water in the toilet will be the same as the speed of anything else you drop in the water, as long as it falls from the same height, straight down.
You need to use the formula:
speed squared = 2 x 9.81 x distance from urethra to water in toilet.
For example, if you wee half a metre above the water:
speed squared = 2 x 9.81 x 0.5
= 9.81 metres squared per second squared.
When you square root this, it gives a speed of 3.13 metres per second.
