Why is the Mediterranean not very tidal?

what causes tides is the Earth rotating "inside" the (American) football shaped mass of water (shaped that way because of tidal force from the Moon). Where the water cannot flow freely, you get only part of the buldge, i.e. smaller tides.
it could be its almost completely surrounded in land coz africa is moving north and closing it up making it like a giant lake and so the moon pulls differntley than everywhere else?
