Because dinosaurs didn't rule the ENTIRE globe; back then, the continents were differently placed and the world environment was quite different from today. Therefore, some areas could not support dinosaurs, only more primitive life forms. Also, some of the oil left behind by dinosaurs would have been destroyed by extreme geological pressure and heat or moved on through the carbon cycle.

Well humans rule the entire earth now but we do not occupy every single bit of land there possibly is. plus that fact that due to plate tectonics, the land that the dinosaurs lived on has probably been pushed way down below the sea by now

I personally don't agree with most geologists and believe the abiogenic theories of the formation of petroleum fit the available evidence much better than does the theory that oil was formed exclusively from biologic material. From the abiogenic theory, petroleum, coal and gas can form anywhere but are concentrated in areas where there are more cracks and fractures are found. Under the biogenic theories, it becomes hard to explain the presence of oil deep within a granite many kilometers down. Migration of hydrocarbons is up not down and my experience in the environmental field leaves with with grave doubts that oil could ever migrate to such locatations and depths unless they were formed deep within the earth and not by biologic processes so I disagree with your asssumption "fossil" fuel.

Bizarrely most people think dinosaurs live millions of years ago despite the vast evidence that they coexisted with man - the Romans even made mosaics of them! And there are load of other depictions of dinosaurs

Oil comes from algae, a shallow lake or marine environment that is buried in sediments and through plate tectonics and burial with depth and heat.

Dinosaurs would have lived in these environments, i.e. a swamp or shallow lake or ocean bay, but the formation of oil (and gas which is always associated with oil) happens due to the burial with sediments, silts, sands, muds (shales) that are compacted, compressed, heated over time to form what we see today.
Oil was formed from plant matter, not animal. Mostly form algae that died and floated down to the sea bed.

It takes special conditions to make oil, we are made up of the same stuff, but we don't turn to oil in our coffins.
