Because dinosaurs didn't rule the ENTIRE globe; back then, the continents were differently placed and the world environment was quite different from today. Therefore, some areas could not support dinosaurs, only more primitive life forms. Also, some of the oil left behind by dinosaurs would have been destroyed by extreme geological pressure and heat or moved on through the carbon cycle.

Migration of hydrocarbons is up not down and my experience in the environmental field leaves with with grave doubts that oil could ever migrate to such locatations and depths unless they were formed deep within the earth and not by biologic processes so I disagree with your asssumption "fossil" fuel.
