Does the size of the wheel, change the characteristics of a cars performance?

what does larger wheels in diameter do to a car, and what about cars with wider tyres?

Greater the diameter the faster you can go but the worse your accelleration, this only works so far though as the engine can still only put out the same amount of power and it takes more to move a larger object. The wider the wheel the greater the traction so improved cornering and acceleration. It does also reduces miles per gallon and top speed as there is more resistance from the road.
Larger diameter wheel will increase your top speed and decrease your acceleration.
